Homelessness

Homelessness is one of the most complex and urgent challenges facing our region.

And while the reasons people lose their housing are varied—job loss, illness, family crisis—the solutions often require the same thing: coordination, creativity, and community-wide commitment.

Rather than direct services, ChangeLine works to strengthen the ways our community understands, prevents and responds to homelessness, including:

Administering & supporting person-centered options that stop housing crises from becoming a long-term emergency

Supporting upstream solutions like diversion, data-informed strategy and collaborative planning

Connecting people, ideas and resources to build a more responsive, equitable system 

Flex Fund

Work in Focus


When someone is on the brink of losing their housing, timing is everything. The Flex Fund was designed to meet that moment—quickly, flexibly, and with the person at the center of the solution.

From June 2022 to February 2023, ChangeLine (then Community Health Partnership or CHP) administered the Flexible Housing Fund with support from Kaiser Permanente. The goal: help individuals and families resolve their housing crises before they escalated into homelessness. Through this fund, we worked with 24 community partners to provide fast, tailored assistance for things like rent arrears, move-in costs, transportation, and critical documents.

In just nine months, 93 households—including 269 individuals—were housed, with an average cost of less than $2,000 per household. After six months, more than 80% had not entered a homelessness program since receiving support. And while the original Flex Fund has ended, we continue this approach today through the Veterans Flex Fund, which provides similar support to unhoused and at-risk veterans in our region.

ChangeLine has been a key supporting partner for the Pikes Peak Continuum of Care (PPCoC)—our region’s HUD-mandated planning body addressing homelessness in our region.
